The Council is preparing a new Local Development Plan. It will be shaped by the views and aspirations of communities across Fife. The plan will replace the existing FIFEplan approved in 2017 and will set out planning policies and proposals for the use and development of land across Fife.

Local Development Plan Surveys Analysis Feedback

In 2022, we held three online surveys to inform the Evidence Report stage of the next Local Development Plan for Fife:

  • Have your say on the future of Fife’s places
  • Disabled persons and place
  • Businesses and organisations

We have analysed the survey responses to the three surveys carried out in 2022, and we are now looking to hear your thoughts on the results by midnight 29th November 2023. Click on our LDP survey analysis link for each of the above surveys.

We commissioned Planning Aid Scotland to collect the ideas, opinions, and suggestions of young Fife residents, in order to inform Fife's next Local Development Plan. The project was called Focus on Fife, and the final Focus on Fife Youth Engagement Report can be found here.

The Scottish Government recently held a consultation, seeking the views of Planning Authorities regarding guidance on effective community engagement in local development planning. Our response can be found here: Effective Community Engagement in Local Development Plans.

Fife Council adopted FIFEplan (Fife’s Local Development Plan) on 21 September 2017.  It now forms part of Fife’s Development Plan replacing previous local plans for West Fife, Mid Fife and East Fife.

FIFEplan is supported by:

  • Supplementary Guidance which explains in greater detail how planning policies will be used.
  • An Action Programme which identifies what is required to deliver the Local Development Plan, the expected timescales and who is responsible for delivery.

Preparation of the Local Development Plan:

The Local Development Plan preparation process included a series of consultations from early 2012 to late 2014. An Examination held from September 2015 concluded with the publication of an Examination Report in November 2016. In  February 2017 Fife Council's Executive Committee accepted the modifications proposed in the Examination Report.

In June 2017 Scottish Ministers requested Fife Council make two further modifications to FIFEplan. Fife Council’s Economy, Tourism, Transportation & Strategic Planning Committee agreed in July 2017 to make these modifications and subsequently adopted the plan on 21 September 2017.
