When it comes to repairs to your council property, the Council is responsible for repairing and maintaining the structure of your property. You are responsible for minor repairs, to help keep it to a good standard.

We've broken this down into the sections below:

The Council's responsibilities as a landlord

Plumbing

Domestic water supply and distribution (including storage tank and the hot water cylinder)
Drains (not main sewers - these are the responsibility of Scottish Water)
Plumbing repairs
Rainwater pipes
Shower curtain and rail for wet-floor showers or level-access showers only
Soil and vent pipes
Washing machine fittings at change of tenancy (renewal or provision of)

Electrical

Communal TV aerial or satellite dish (in blocks of five or more storeys, and sheltered/ retirement housing complexes)
Communal stair lighting
Electric fires supplied by the Council - renewal of bars
Extractor fans
Immersion heaters
Smoke, heat, and carbon monoxide detectors and lithium batteries
Standard light fittings
Wiring circuits and outlets installed by the Council

Heating

Gas, electrical, or solid-fuel installations - servicing and maintenance
Chimney, fireplace, fire basket, baby bricks and tiles

Doors

Door-entry systems
Glazing on inside doors - where applicable, the Council will replace any non-regulation glass on internal doors with safety glass
Inside doors
Outside doors (including doors to flats in closes)

Windows

Double glazed units - condensation
Glazing - windows, external doors, and external glazing will be fixed where the breakage is by a third party and the incident is reported to the Police. Tenants should get a crime reference number from the Police.
Sills
Window catches, frames, handles, and sash cords
Window locks fitted by the Council

Kitchen

Kitchen units, sink bowl, and drainer (through general wear and tear)

Locks

Locks on external doors

Miscellaneous

Clothes drying poles and rotary driers provided by the Council
Communal areas, such as stairwells, lighting, banisters, etc.
External redecoration
Fencing, gates, and walls (boundary and divisional), subject to safety considerations, as per our policy
Paths - front access, communal access, and footpaths provided by the Council
Plasterwork following structural movement or works carried out by the Council
Asbestos works as a result of an ongoing repair

Your responsibilities as a council tenant

Plumbing

Alterations to gas or plumbing pipes, to accommodate new appliances
Repairs to the flexible hose from the bayonet connection to the cooker
Supplying and fitting of a new bayonet for a cooker
Plugs and chains for sink, wash-hand basin, and bath
Sanitary fittings - replacement of damaged items where it is not general wear or tear
Shower unit or overhead shower, including plumbing and electrics, installed by the current tenant with permission (for time of warranty)
Shower rails, curtains, or curtain hooks where shower is over the bath
Fittings for new washing machine or dishwasher

Electrical

TV aerials (except communal systems) and satellite dishes
Electric fires - fuses, plugs, and surrounds
Light bulbs - including bathroom Eurodome, fluorescent, electric fire, and external light fittings (if not communal)
Non-standard fittings
Plugs and fuses
Smoke detector batteries (square 9V only)

Heating

Chimney sweeping - other than at the annual service of your solid-fuel system

Doors

Trimming doors for carpeting
Doorbell and door chain
Broken glass on inside doors (this must be replaced with safety glass)
Inside doors damaged by you or your visitors

Windows

Glazing - all breakages caused by you or a third party that has not been reported to the Police
Curtain rails
Window locks not fitted by the Council

Kitchen

Alterations to kitchen layout or worktops, to accommodate new appliances

Locks

Keys lost or broken. The Council can arrange to get you into your home if you are locked out, but there is a charge for this service.
Locks damaged by you or your visitors

Miscellaneous

Ropes for use with clothes poles, rotary driers, and pulleys
Coat racks, hooks, shelves, or other items not provided by the Council
Wooden garden sheds
Internal redecoration, including minor cracks and holes in plasterwork. Examples of this include holes following the removal of a shelf, or cracks less than 5mm wide
Paths - rear access paths installed by tenants
Changes to type or location of meters or meter boxes. Please contact your supplier
