All councils are under pressure. There’s more need for critical services and higher costs across the board, but our funding is decreasing. Making sure we deliver best value and keep improving is one important way to help manage the challenge.

Delivering best value is also a statutory requirement and process. It helps ensure:

  • good governance
  • effective resource management
  • continuous improvement
  • delivery of the best possible outcomes with and for people locally.

Thematic Reviews

Every year, external auditors - appointed nationally - review aspects of best value and delivery in all councils across Scotland. This approach was introduced in 2022 as part of wider changes to how best value is assessed and reported to improve the exchange of ideas and data, as appropriate. Fife’s previous Best Value Review – part of the former cycle of 5-yearly reviews – was produced in 2018.

The national theme in 2022/23 was leadership and this year, 2023/24, it will be on workforce and innovation.

Best value reports for all councils

Reports for all councils can be found on the Audit Scotland website. Fife reports can be selected by using the filters.

From October 2023, short reports on individual councils will also be presented to the Accounts Commission by the Controller of Audit. There will be a report for each council every four years to maintain a regular and consistent focus on the performance of all of Scotland’s 32 councils.
